摘要
政治监督是党的十九大后在党的文件和领导讲话中出现频率较高的政治词汇。目前学界主要从政治权力、反腐败、监督三个角度阐释政治监督,实践部门则主要从监督内容、监督主体、政治体制改革三个角度加以理解。总的来说,理论界和实践部门对政治监督概念的认识都有一定的局限性。政治监督是与社会主义政治制度相适应并且为其服务的制度安排,其主要特征有:监督主体由专门的组织和人员构成,监督客体具有很强的政治性,监督结果主要靠定性分析来判定,监督措施手段具有柔性和弹性,监督内容具有广泛性,监督模式是立体的。
Political supervision is the political vocabulary that appears frequently in the Party′s documents and leaders′speeches after the Nineteenth National Congress of the Communist Party of China.At present,the academic circles mainly explain the political supervision from three angles of political power,anti-corruption and supervision,while the practical department mainly understands the political supervision from three angles of supervision content,supervision subject and political system reform.In general,there are some limitations in the understanding of the concept of political supervision by the theoretical and practical departments.Political supervision is a system arrangement suitable for and serving the socialist political system.Its main characteristics are as follows:the main body of supervision is composed of special organizations and personnel,the object of supervision is very political,the results of supervision are mainly determined by qualitative analysis,the measures of supervision are flexible,the contents of supervision are extensive,and the mode of supervision is three-dimensional.
