摘要
对政治监督内涵特征进行科学准确的解读阐释,有助于形成系统完善的政治监督理论体系,有助于人们消除认识偏差与误读并在实践中正确的贯彻落实。从实践工作视角看,政治监督的内涵特征主要有:政治监督包含着党内监督和国家监督;纪委监委和党委其他部门在各自职责范围内,都有开展政治监督的任务,党委和纪委监委在政治监督中应分别承担主体责任和专责机关责任;政治监督的监督对象,应包括各级党组织、党员、干部,以及所有行使公权力的公职人员,重点是各级党员领导干部,尤其是部门一把手;政治监督的主要监督内容既是具体、实践的,也是与时俱进、不断发展变化的,和纪委监委日常工作既有内在关联,又有一定区别,每个层级、每个部门在政治监督中都有不同的侧重点和表现形式;政治监督既是一种重要的监督形式,还是一个重要的思想方法,更是一项系统性和全局性工作。
A scientific and precise definition of political supervision,a vital strategic decision in the Party’s political construction,benefits the formation of a comprehensive and systematic theoretical framework,and helps remove cognitive deviation and misreading,and then have this implemented.From the practice perspective,connotative features of political supervision has within its coverage the following:it is composed of inner-Party supervision and state supervision;discipline supervision committees and other departments of Party committees are both commissioned with supervising capabilities within their duty responsibilities,namely the subjective responsibility and special agencies’responsibility respectively.objects to be politically supervised include Party organizations of all levels,Party members,cadres and civil servants with public power,emphasis to be laid on Party member cadres,top leaders in particular.Supervision contents are concrete as well as practical,in pace with the time and making continuous changes,internally connected with as well as different from daily routines of supervision committees,each layer and each department granted with different emphases,their demonstrations various;It is an important supervising form,an important ideological method,and more importantly,a systematic and overall duty.
