摘要
中国开放技术市场是解放思想、体制改革的产物,技术市场的发展又深刻融入了国家创新体系建设。采用政策文献计量和内容量化的双重分析路径,对中共中央和中央政府部门的技术市场政策进行了分析。研究基于技术市场的标志性和相关性政策文件,提取政策文本单元分别用于主题词计量分析和内容编码统计分析。研究厘清了中国技术市场政策过程的三个阶段,可视化呈现了政策主题的变迁轨迹,并在“政策工具——市场设计理论”二维框架下分析了政策工具选用、市场设计理念的转变特征,结合研究结果提出了未来技术市场政策供给的建议。
The opening of China’s technology market is the product of emancipating the mind and reforming the system.The development of the technology market has deeply integrated into the construction of the national innovation system.By using the methods of policy bibliometrics and content quantification,the technology market policies of the central committee of the communist party of China,the central government and its ministries and committees were analyzed.Based on the symbolic and relevant policy documents of technology market,the units of policy text were extracted for thematic metrological analysis and content coding statistical analysis respectively.It clarifies the three stages of the policy process of China’s technology market,visualizes the change trajectory of the policy theme,and analyses the characteristics of the choice of policy tools and the concept of market design under the two-dimensional framework of"policy tools-market design theory".It also puts forward some suggestions on technology market policy in the future.
