营商环境异质性对乡村振兴的复合联动效应——基于协调发展理论的新型幸福感视角被引量：8

Compound Linkage Effect of Business Environment Heterogeneity on Rural Revitalization——A New Perspective of Happiness Based on the Coordinated Development Theory

摘要乡村振兴是实现中华民族伟大复兴的战略举措,营商环境是影响乡村振兴的重要外在动因。本文将192个地级及以上市划分为9个营商环境区域和东西部、南北方4种典型营商环境地域,基于协调发展理论构造新型幸福感指标和采用灰色关联度方法检验营商环境异质性对乡村振兴的复合联动效应。研究发现:营商硬环境、软环境协调优化发展可稳步提升新型幸福感值,进而推动乡村振兴战略的实施;乡村振兴域内因素协调发展是提升乡村振兴整体成效的根本动力,营商环境协调优化有助于提升各因素关联度。提出建立有效的区域协调发展机制,城市辐射乡镇协同发展,协调地域优势资源的合理配置,注重农业现代化转型,力求探寻乡村振兴新的实践路径。 Rural revitalization is a strategic initiative to achieve the great rejuvenation of the Chinese nation,and the business environment is an important external factor affecting rural revitalization.In this paper,192 cities at prefecture level or above are divided into 9 business environment regions and 4 regionally typical business environment areas:the east vs.the west and the south vs.the north.Based on the theory of coordinated development,a new happiness index is constructed and the gray correlation degree method is used to test the compound linkage effect of business environment heterogeneity on rural revitalization.The results show that the coordinated and optimized development of hard business environment and soft business environment can steadily improve the new happiness value,and then promote the implementation of rural revitalization strategy.Coordinated development of factors within the area of rural revitalization is the fundamental driving force to improve the overall effectiveness of rural revitalization,and coordinated optimization of the business environment is conducive to enhancing the correlation of various factors.It is proposed to establish an effective regional coordinated development mechanism,radiate the coordinated development of towns and cities,coordinate the reasonable allocation of regional advantages,pay attention to the transformation of agricultural modernization,and strive to explore a new practical path of rural revitalization.
