面向2035:构建高校科技创新体系的路径与对策研究 被引量:13

摘要 中国2035远景规划纲要对国家创新体系建设提供了重要指引,高校科技创新体系是国家创新体系的重要组成部分。深刻把握面向2035构建高校科技创新体系的时代要求和理论内涵,高校科技创新体系建设应以服务经济社会高质量发展为导向,以此为基本原则,聚焦高校知识产权管理、科技成果转化、知识产权信息服务方面,借助6所典型高校的创新体系组织架构现状之启示,运用熵权TOPSIS方法对高校科技创新活力进行客观深层次分析,并结合高校面临的现实困境,从宏观上构建出高校科技创新体系的组织架构路径与人才队伍建设路径。同时,面向2035中长期规划,提出应当探索完善高校知识产权管理体制机制、优化科技成果转化模式、加强知识产权信息服务中心建设、加大创新人才队伍建设力度的建议,以完善高校科技创新体系,助力教育强国、科技强国、知识产权强国战略推进。 The outline of China’s 2035 long-term plan provides an important guide to the construction of the national innovation system,and the scientific and technical innovation system in universities is an important part of the national innovation system.We should profoundly grasp the requirements of the times and theoretical connotation of constructing the scientific and technical innovation system in universities facing 2035.The construction of scientific and technical innovation system in colleges and universities should be oriented to serve the high-quality development of economy and society,based on this principle,this paper focuses on the management of intellectual property rights in universities,the transformation of scientific and technical achievements,and intellectual property information services.On the basis of enlightenment from the present situation of organizational structure of innovation system in six typical universities,this paper uses the Entropy Weight-TOPSIS method to objectively and deeply analyze the vitality of scientific and technical innovation in universities,in combination with the realistic dilemma faced by universities,to construct the organizational structure path and talent team construction path of university scientific and technical innovation system macroscopically.At the same time,facing the medium-and long-term plan of 2035,we should explore and improve the intellectual property management system and mechanism in universities,optimize the transformation mode of scientific and technical achievements,strengthen the construction of intellectual property information service centers,and strengthen the construction of innovative talent team,so as to improve the scientific and technical innovation system in universities,and help to promote the strategy of strengthening the country with education,science and technology and intellectual property.
