摘要
随着城镇化进程的不断加快,我国出现了越来越多的农村聚居小区,其自主管理既是一个社会治理的问题,也是农村公共事务和服务的管理问题。目前农村聚居小区存在诸多问题,严重影响到入住村民的生产生活,甚至影响到国家乡村振兴相关政策的落实。从根本上解决这一难题,需要从社会治理的视角,推动农村聚居小区实现自主管理,重点是搭建好农村聚居小区自主管理框架,理清农村聚居小区内的各种权属,通过推动建立和提升农村聚居小区自组织的管理能力、推动建立聚居小区自我管理和发展机制、寻求农村聚居小区可持续收入来源等手段,使农村聚居小区公共事务管理实现"有人管、有制度管、有钱管"。
With the rapid development of urbanization in China, more and more rural residential areas have emerged. The autonomous management of rural residential areas is a problem of social governance, as well as the management of rural public affairs and services. At present, there are many problems in rural residential areas, which seriously affect the production and life of the villagers, and even affect the implementation of the relevant policies of National Rural Revitalization. To solve this problem, we need to promote the autonomous management of rural residential areas from the perspective of social governance. In order to realize the self-management of rural residential areas, the key point is to build the self-management framework of rural residential areas, clarify the various ownership in rural residential areas, and promote the establishment and improvement of the self-organization management, promote the establishment of self-management and development mechanism of rural residential areas, and seek sustainable income sources of rural residential areas. Thus, the community public affairs management may realizes "managed by people, managed by system and managed by money".
