摘要
我国正处于农业农村现代化推进阶段,乡村建设既面临土地整治、农地流转等空间再造趋势,又需面对城乡要素快速流动所交织的农村环境问题。如何在劳动力持续外流的情境下通过空间再造促进农村环境等公共产品善治,是我国乡村振兴战略需应对的关键议题。结合深度访谈和跟踪观察等方法,从江苏北部地区空间整治个案出发,深入揭示空间再造对农村环境治理的影响及作用逻辑。结果表明乡村空间再造能够提升农村环境治理水平,即通过重塑经营主体、农民和村干部的身份认同和形塑环境利好认知而将农民组织化程度提高,进而改善集体行动条件,并助推其参与治理家园,最终实现农村环境善治。同时,环境善治又反作用于乡村空间改造并强化身份认同,使之形成农村环境善治的良性通道。该研究或可为全国农村环境治理提供一个新视角,并为实施乡村建设行动提供一定的政策启示。
China is in the stage of agricultural and rural modernization,and rural construction is facing not only the trend of spatial reconstruction such as land consolidation and farmland circulation,but also the dilemma of rural environmental governance aggravated by rural hollowing out and loss of sense of belonging.How to promote good governance of public goods such as rural environment through space reconstruction under the situation of continuous outflow of labor force is a key issue to be addressed in China’s rural revitalization strategy.Combined with in-depth interviews and follow-up observations,this paper,starting from the case of spatial renovation in northern Jiangsu Province,reveals the impact and logic of spatial reconstruction on rural environmental governance.The results show that rural space reconstruction can improve the level of rural environmental governance,that is,farmers can be organized by reshaping the identity of business entities,farmers and village cadres,and shaping their awareness of environmental benefits,thereby improving collective action conditions,boosting their participation in home governance,and finally achieving good rural environmental governance.At the same time,environmental good governance counteracts rural space transformation and strengthens identity,which makes it a benign channel for rural environmental good governance.This study may provide a new perspective for the national rural environmental governance,and provide some policy enlightenment for the implementation of rural construction actions.
