新时期中央政府教育精准扶贫政策的逻辑特征及未来走向——基于政策工具的视角 被引量:34

The Logical Features and Future Trend of the Precise Poverty Alleviation Policy of Central Education in the New Period——Based on the Perspective of Policy Tools

摘要 教育精准扶贫作为脱贫攻坚的治本之策,在深入推进改革事业、积极落实乡村振兴战略、全面建成小康社会中发挥重要作用。基于政策工具的视角,构建以“政策工具分类(X轴)—教育精准扶贫领域(Y轴)”为主的二维分析框架,对新时期中央政府教育精准扶贫政策进行文本计量分析。研究发现,我国教育精准扶贫政策体系初步完成,但具体领域供给相对不足;部委协同制定教育精准扶贫政策趋向多元化,但参与主体出现聚类现象;各领域内政策工具组合多样化,但存在偏移现象,系统化程度不足;政策工具使用重心有所转移,但命令型工具使用过溢。据此,提出加强学前教育、特殊教育领域政策供给、调动多个部委协同参与、增强政策工具使用系统性、科学均衡配置各类政策工具等建议。 As a fundamental strategy for poverty alleviation, education precision poverty alleviation plays an important role in deepening the reform cause, actively implementing the rural revitalization strategy and building a well-off society in an all-round way. Based on the perspective of policy tools, a two-dimensional analysis framework based on “Policy Tool Classification (X-Axis)-Educational Precision Poverty Alleviation (Y-Axis)” is constructed to analyze the textual measurement of the precision poverty alleviation policy of central education in the new era. The study finds that: China’s system of education precision poverty alleviation policy is initially completed, but the supply in specific areas is relatively insufficient;the ministries and commissions work together to develop a policy of education precision poverty alleviation, but the participants are clustered;the combination of policy tools in various fields is diversified, but there is a phenomenon of migration and the degree of systematization is not high;the focus of policy tools has shifted, but the use of command-type tools is excessive. In view of this, the following suggestions are made in this paper: strengthening policy supply in preschool education and special education, mobilizing ministries and committees to participate in the formulation of preferential policies for poverty alleviation through education, enhancing the use of systematic tools, and rationally allocating various policy tools.
