摘要
教育政策工具配置嵌入在生态环境系统、政策循环系统和工具操作系统等三种不同层次的系统网络中。从外部宏观环境看,政治体制、政治权力、政治氛围、政治风险构成其刚性制度前提,经济发展水平和经济管理体制奠定其硬性物质基础,传统文化基因、法律规范、道德伦理和价值信念形成其软性约束条件;从政策生命周期看,问题认定、政策制定、政策执行、政策评估共同塑造着教育政策工具的配置方式;从工具操作层面看,决策主体的有限理性与价值负载、政策执行者的利益偏好、政策工具对象的内在特征以及政策工具本身的作用阈限,也制约着教育政策工具配置的微观运作系统。这一分析框架为阐释政策工具配置的层次性和嵌套性、提升政策工具配置的科学性与实效性提供了新的逻辑思路。
The configuration of educational policy instrument is embedded in three different levels of system networks,including the ecological environment system,the policy cycle system and the tool operating system.From the perspective of the external macro environment,political system,political power,political atmosphere and political risk constitute its rigid institutional prerequisites.The level of economic development and economic management system has laid a solid material foundation.The traditional cultural genes,legal norms,ethics and values,and beliefs have formed soft constraints.From the perspective of the policy life cycle,problem identification,policy formulation,policy implementation and policy evaluation shape the mode of educational policy instrument configuration.From the perspective of instrument operations,the limited rationality and the value of decision-making subjects,the interest preferences of policy executors,the inherent characteristics of the role of policy instrument,the intrinsic attributes and functional thresholds of educational policy instrument jointly pull the microaction system of the allocation of educational policy instrument.This system analysis model provides new logical ideas for explaining the hierarchy and nesting of policy instrument configuration and improving the scientificity and effectiveness of policy instrument configuration.
