摘要
为了探索行之有效的基层社区治理模式,依据自组织理论,通过对S市JT小区和J市D街道两个社区营造实验点的自组织参与社区议事协商过程的实证研究,根据两个社区的自组织参与社区协商发展程度的不同,认为社区协商的本质在于行动,自组织的执行力是社区协商的关键。促进社区协商民主,应当注重培养自组织自下而上参与协商的能力,同时应使社会资本在社区治理机制中充分发挥作用。社区自组织作为社区居民参与基层社会治理的有效途径,其协商机制的研究对基层治理创新具有重要意义。
In order to explore an effective grass-roots community governance model,and through an empirical research about a negotiation process of two experimental self-organizations of community revitalization in JT community in S and D street in J in the view of the theory of organization,this study,according to the differences of results of community negotiation in the two self-organizations,suggests that self-organizations which develop the ability of bottom-up negotiation that makes social capital play a role in the mechanism of community governance can promote democracy in community negotiation. Because self-organization is an effective way for community residents participating in grass-roots social governance,the study about negotiation mechanism of self-organization is meaningful to innovation of grass-roots governance.
