摘要
近年来,随着城市化、现代化及全球化进程的深入,城市社区极化、乡村社区凋敝等问题逐步显现,"社区营造"热随之在国内一些城乡社区兴起。社区营造指通过自下而上的社区动员,整合社区资源解决社区公共议题,促进社区可持续发展,达成重建社区自治共同体的目标。不同于以社会运动为内核的社区营造机制,国内的"社造"实践多为外部精英发起,继而与既有体制结构发生互构。本文通过对上海两个城市社区营造案例的比较研究,探讨社会治理创新语境下的外部精英介入社区营造的本土化路径。
Recently,as the development of urbanization,modernization and globalization,community problems like polarization and deterioration increasingly appear,which bring about the campaign of community empowerment in urban and rural area.Community empowerment is the process of bottom-up Community Mobilization Initiatives to solve the public issues through the integrating community resources,and then to reach the goals of sustainable development and self-governance reconstruction.Different from the original mechanism of social movement,the community empowerment practices in China were mainly launched by external elites,and then interact with the existed institution.This paper aims to discuss the elites’intervention modes through the comparative study of two cases in Shanghai in the discourse of social governance innovation.
