摘要
当下的社区营造活动以改善城市居民生活环境和生活品质为主要目标。北京、上海和广州等一线城市涌现出社区营造的诸多成功实践,如北京的新清河实验、上海的周家渡“标准化样板居民区建设”和广州的微改造模式等。通过对典型案例的分析可知,社区营造的成功离不开有效的协商治理,虽然协商治理的形式多样,但本质上都是动员多元主体共同参与社区改造,注重将专家的专业知识和公众的本土知识有机结合,实现社区营造科学性、民主性及和谐性的统一。总结北上广社区营造协商治理的经验和启示,以供其他城市学习借鉴,从而更好地推进我国社区营造工作。
The current community-building activities aimed at improving the living environment and quality of life of urban residents are one of the main ways to solve the contradiction between the people’s ever-increasing good life and unbalanced and insufficient development.Many successful practices of community building have emerged in first-tier cities such as Beijing,Shanghai and Guangzhou,for example the Xinqinghe Experiment in Beijing,the“Standardized Model Residential District Construction”of Zhoujiadu in Shanghai and the micro-reconstruction model in Guangzhou.Through the analysis of these typical cases,it can be seen that the success of community building is inseparable from effective deliberative governance.Although there are various forms of deliberative governance,they are essentially mobilizing multiple subjects to participate in community transformation,focusing on combining the expertise of experts and the public.The organic integration of local knowledge realizes the unification of the scientific,democratic and harmonious community construction.Summarizing the experience and enlightenment of deliberative governance in the construction of Beijing,Shanghai and Guangzhou communities can provide experience to other cities and better promote the work of community construction in China.
