摘要
作为政府主导的城市化,撤县设区在中国地级城市行政区划调整中尤为频繁,其增长绩效一直备受关注。本文基于中国1998-2008年的撤县设区改革,采用倍差法考察撤县设区的经济增长绩效。研究结果表明,撤并政策虽然在一定程度上促进了城市经济增长,但呈现先升后降的倒U型增长轨迹。尤其重要的是,机制检验表明撤县设区主要通过地方政府经营土地,吸引大量低生产率企业进入,引起企业数量扩张,进而带动资本、劳动等生产要素快速积累获得短期经济增长,也造成了撤并城市生产效率下降和资源错配加剧。本文研究证实,作为一项重要的城市化改革方案,撤县设区的作用仍然依赖于要素扩张这一传统粗放型增长模式,对城市增长效率的改善作用较为有限。
As a government-led urbanization policy,city-county merger is especially frequent in the adjustment of prefecture-level city administrative divisions,whose growth performance has been focus of attention.Based on the reform of city-county merger carried out between 1998 and 2008,this paper empirically investigates its economic growth performance using DID method.The results show that although the merger policy has contributed to some extent to urban economic growth,it presents an inverted U-shaped growth trajectory.The mechanism test indicates that this policy,aimed at achieving short-term economic growth,mainly attracts a large number of low-productivity firms through local government land management,leading to an expansion in the number of firms and a rapid subsequent accumulation of capital,labour and other productive factors,generating a low productive efficiency and resource misallocation.As an important urbanisation reform scheme,the role of city-county merger continues to depend on this traditional extensive growth model of factor expansion,so the improvement effect in urban growth efficiency remains relatively limited.
