摘要
对安徽省合肥市农民工宅基地利用、宅基地退出补偿意愿和相关利益诉求的调研数据表明,不同特征农民工退出宅基地的意愿差异显著。农民工担心失去生活保障及补偿过低是其不愿意退出宅基地的主要原因,农民工选择较多的补偿方式是货币补偿、住房补偿、获得城镇社保和提供就业保障。农民工退出宅基地的利益诉求体现在宅基地的财产性功能诉求、"居者有其屋"的安居诉求、享有均等化公共服务的保障诉求及稳定就业和提高家庭收入的诉求,应从充分尊重农民工意愿、完善农村宅基地产权制度、建立健全农民工宅基地退出利益补偿机制等方面引导农民工自愿退出宅基地以促进农业转移人口市民化。
The descriptive statistics analysis method is used to analyze the rural residential land utilization,the migrant workers′withdrawal and compensation willingness and the related interest demands of migrant workers willing to quit homestead in Hefei,Anhui.The survey data show that different characteristics of migrant workers′willingness to quit their homestead are significantly different.The main reasons for migrant workers′reluctance to quit their homestead include worrying about losing their living security and the low compensation.The migrant workers who choose to leave more houses are compensated by currency,housing compensation,urban social security and employment security.The interest demands of migrant workers include the homestead property function demands,housing appeal,enjoying the equalization of public security demands and stable employment and raising household income.The following policies and recommendations are proposed in order to promote the citizenization process of the farmers,which include respecting for the willingness of migrant workers,improving the property right system of rural homestead and establishing the homestead withdrawal interest compensation mechanism of migrant workers.
