摘要
农地确权通过明晰产权的方式保障农民合法的土地权益,对劳动力要素的合理流动和有效配置具有重要的促进作用。本文从理论上分析了农地确权与农民市民化的内在关系,并利用2015年中国家庭金融调查数据,考察了农地确权对农民市民化的影响。结果表明:第一,农地确权显著提升了农民市民化意愿,这一结论在多项稳健性检验后依然成立;第二,土地承包经营权流转是农地确权促进农民市民化意愿提升的重要机制;第三,农地确权状况对不同土地资源禀赋状况的个体有着不同的政策效果,确权有助于提升土地资源禀赋较差的个体市民化意愿,但对土地资源禀赋较好的个体市民化意愿未产生促进作用。据此,要发挥农地确权政策对农民市民化的促进作用,应进一步完善土地确权法律配套体系,加强确权政策与市民化政策的统筹衔接,盘活农地经营权,推动农村土地流转步入市场化、规范化轨道,在市民化政策上预留适度弹性空间。
Land titling protects the farmers'legal land rights and interests by clarifying property rights,which plays an important role in promoting the rational flow and effective allocation of labor elements.This article theoretically analyzes the internal relationship between land titling and citizenization of peasants,and uses the data from the 2015 China Household Finance Survey to investigate the impact of land titling on the citizenization of peasants.The results show that:Firstly,the land titling has significantly increased the Peasants'willingness to become citizens,and this conclusion is still valid after a number of robustness tests;Secondly,the transfer of land contractual management right is that the land titling promotes peasants'willingness to become citizens.Thirdly,the land titling has different policy effects on individuals with different land resource endowments.Compared with the citizenization of peasants with better land resource endowments,the land titling has a stronger effect on the citizenization of peasants with poor land resource endowments.Accordingly,in order to give play to the role of the land titling policy in promoting citizenization of peasants,the legal supporting system for land titling should be further improved,the coordination between the land titling policy and the civilization policy should be strengthened,the transfer of land contractual management right should be revitalized,and the transfer of rural land should be promoted.Step into the track of marketization and standardization,and reserve a moderate amount of flexibility in the peasants'citizenization policy.
