摘要
长期以来,我国实施的非农化发展战略不断加速"三农"问题凸显,固化的城乡二元结构不断加剧农村人力资本流失。在进入中国特色社会主义新时代,国家提出实施乡村振兴战略,强调要把人力资本开发放在首要位置,为乡村振兴提供人才支撑。加强农村人力资本开发不仅成为"强农业""美农村""富农民"的现实需要,而且赋予了时代性、分类性、动能性、综合性的新要求。服务乡村振兴战略需求的农村人力资本开发必须创新路径:用产业发展带动农村人力资本流动,用教育打造农村人力资本的新动能,用培训增强农村人力资本的市场适应性,用保健提高农村人力资本的持久性,用劳动力迁移激发农村人力资本的活力。
For a long time, China's non-agricuhurization development strategy has accentuated "the three rural issues", and the solid urban-rural dual structure has intensified the loss of rural human capital. With socialism with Chinese characteristics entering new era, the state has put forward the strategy of rural revitalization, emphasizing the necessity to put human capital development at the forefront and provide talent support for rural revitalization. Strengthening the development of rural human capital has not only become the real need of strong agriculture, beautiful countryside and affluent farmers, hut also has been endowed with the new requirements of time, classification, kinetic energy and comprehensiveness. The development of rural human capital that serves the strategic needs of rural rejuvenation must innovate the path as follows: driving the flow of rural human capital through industrial development; creating new kinetic energy of rural human capital through education; enhancing the market adaptability of rural human capital through training, improving the durability of rural human capital through health care, and stimulating the vitality of rural human capital through the migration of labor force.
