摘要乡村公共文化建设作为乡村振兴战略实施的关键一环,其在“落地”实施过程中主要面临着三大难题:一是乡村文化建设主体意识和参与度不高;二是部分乡村公共文化服务供给不平衡,偏离民众日常文化诉求;三是乡村文化人才资源匮乏,乡村公共文化建设内动力不足。值得注意的是,当前我国一些乡村地区,主动吸纳新乡贤群体参与乡村公共文化建设事业,成为化解村落社区公共文化建设人才资源困境的重要路径之一。就新乡贤群体参与乡村公共文化建设的动员策略来看,依照其身份优势可划分为“富、文、德、技”四种不同类型。通过发挥主体自觉性,将不同类型的新乡贤群体纳入乡村公共文化建设的整体治理框架之下,进而促进政府决策导向、基层治理单元与新乡贤动员策略之间的合流。 As a key part of the implementation of the rural revitalization strategy,rural public culture construction mainly faces three major problems in the implementation process of“landing”:Firstly,the main awareness and participation in rural cultural construction are not high;Secondly,the supply of public cultural services in some rural areas is unbalanced,deviating from the daily cultural demands of the people;Thirdly,there is a lack of rural cultural talent resources,and the internal motivation for rural public cultural construction is insufficient.It is worth noting that at present,in some rural areas in China,taking the initiative to attract new village sage groups to participate in rural public culture construction has become one of the important ways to solve the dilemma of human resources for village community public culture construction.As far as the mobilization strategy of the new rural sage group to participate in the construction of rural public culture is concerned,according to the advantages of resources and identity,it can be divided into four different types,such as“wealthy,cultural,moral,and technical”.By giving full play to the consciousness of the subject,different types of new rural sage groups are included in the overall governance framework of rural public culture construction,and then promote the convergence between government decision-making,grassroots governance units and new rural sage mobilization strategies.
