摘要
针对美国2017年8月发起的301调查挑战,总的来说,我国应全盘考虑国际国内局势以及美国的政局特点,稳住阵脚,谨慎应对。针对美方的关切,对症下药,要解决问题和分化对手并举。对于我方的关切、对方的误解等要进行全方位的沟通,取得理解、谅解和支持。反对单边制裁,主张多边机制解决问题,促使特朗普政府遵守多边规则,树立中国遵守国际贸易规则的形象。应对此次301调查还要有全局视野和长远眼光。要结合"一带一路"建设和国内产业升级来调整投资布局,从而改善贸易顺差问题。要明确知识产权综合管理改革的思路,加快完善与知识产权相关的法律体系并优化施政方式,尽快建成法治国家。还应综合考虑我国的市场经济地位、中美双边投资协定和知识产权问题,优化市场主体构成,鼓励民营企业发展,推进国有企业(包括控股、参股企业)的市场化。
To respond to Section 301 Investigation initiated by the U. S. in August of 2017,generally speaking China shall take into account both international and domestic situations and the characteristics of the politics of the U. S. to deal with the matter cautiously and steadily. Measures specific to the concerns of the U. S. shall be taken: some to solve problems of ourselves,the others to divide and demoralize the adversary. For China's concerns and the misunderstanding of the U. S.,all-sided communications are necessary to achieve mutual understanding,mutual tolerance and support. China shall oppose unilateral sanction and advocate multi-lateral mechanism for solving disputes,urge Trump government to respect multi-lateral rules,and thus shape China as a role respecting international trade rules. In response to the investigation,China shall also adopt a global and long-term strategy: the problem of trade surplus by adjusting investment allocation in combination with the Belt and Road lnitiative and upgrading of domestic industries; figure out a reforming roadmap leadingto comprehensive administration of intellectual property and achieving as soon as possible a country ruled by law;comprehensively handle the affairs relating to China' s MES,the Sino-US BIT and intellectual property,and improve proportionment of market entities by encouraging growth of private enterprises and marketization of SOEs( including enterprises partially owned by the State).
