摘要
雾霾治理已成为京津冀地区刻不容缓的环境政策课题。由于区域大气环境问题具有整体性、复杂性、长期性、公共性的特性,需要打破行政区域限制,改变传统的属地治理模式。协同治理具有多元化主体、自组织结构、各子系统间竞争合作以及共同制定规则等理论内涵,与雾霾治理的特性相契合,因此京津冀雾霾的有效防治应当树立系统性思维,实现联防联控、协同治理。本文根据协同治理理论特征与雾霾治理特性的契合点,识别出"顶层设计、目标的一致性程度、利益分配、信息共享"是推动京津冀协同雾霾治理系统演进的序参量。结合京津冀地区雾霾治理的现实挑战,得出理论上的序参量在治理实践中具体表现为关键性机制。通过"府际协作、成本分担、监督问责、多元主体参与"四方面机制的创新,促进北京、天津、河北三个区域治理子系统的互动合作,最终实现京津冀地区雾霾治理整体效应的最大化。
Haze governance in Beijing-Tianjin-Hebei region has become the most urgent environmental policy issue. Since the regional atmospheric environmental problem has characteristics of integrity, com- plexity, chronicity and publicity, Haze governance in Beijing-Tianjin-Hebei region should break region- al administrative restrictions, and change the traditional mode of apanage governance. Collaborative gov- ernance has the connotation of multiple subjects, self-organizing structure, competition and cooperation among subsystems~ common rules making, which is in accord with characteristics of haze governance. Therefore, Beijing-Tianjin-Hebei region must set up the systematic thinking, take measures of preven- tion and control in a coordinated way. This paper discerns that the order parameters of ＂top-level design, incentive compatibility, the distribution and sharing of interests, information communication＂ on the basis of coherence point of collaborative governance and haze governance are the decisive factors for pro- moting evolution of Beijing-Tianjin-Hebei regional collaborative governance system. Connecting the order parameters with real challenges of haze governance, we conclude that the order parameters are presented as critical mechanism. So the mechanism innovation of ＂regional collaboration, cost sharing, supervi- sion and accountability, multiple subjects participation＂ will promote the interaction and cooperation of subsystem of Beijing, Tianjin and Hebei, and realize the maximum effect of haze governance in this region.
