摘要
在资源下乡时代,政府对村庄采取选择性的项目资金输入已经成为制造村庄间分化最为活跃的力量。项目制作为一种资源输入机制具有明显的内外在"马太效应",使得一些村庄成为资源下乡时代的"幸运儿",享受到不对称的阳光雨露。村庄间分化的权力塑造对于被输入的村庄具有不确定性,而对于被避开的村庄则明显失公,这种厚此薄彼的资源输入不仅威胁到农村基层治理秩序,而且似乎无助于国家政策目标的实现。
In the age of subsidies rain from state, the selective distribution now is the most active element to expand the gap between villages. Project System which determine the process of subsidies distribution, revealed obvious Matthew Effect, and cause small number lucky villages received disproportionate subsidies from state. The expanding gap between villages mainly could be ascribed to government power, but to the lucky village they are facing uncertain expects, to the neglected most villages, the phenomenon is lack of justice, and to the village governance and state objection, the happening things is seemed to be not in the right direction.
