摘要
近年来,项目制不断重塑着我国多级政府间的外部层级关系,也使各级项目的组织内部关系发生着嬗变。本文以北京市B街道的基层管理体制改革试点项目为例,尝试从信息关系的视角,分析中国城市基层治理中项目制信息传播的结构性特征。研究发现,基层项目制基于多重信息关联,形成了多元交织的信息传播形态;项目制中的多元主体在信息实践中互构,使组织内部信息传播行政化与非正式化并存。基于基层项目制中的信息关系及其特征,本文提出"信息差序结构"的概念,认为基层项目制所形成的信息传播网络兼具实践动态性与结构稳定性,并对其中的信息结构性障碍及其治理影响进行了解读。
Taking the pilot project of grass-roots management system reform of B Street in Beijing as an example,this paper attempts to analyze the structural characteristics of the project-based information communication in urban grassroots governance in China from the perspective of information relationship.It is found that the grassroots project system develops diversified and interwoven forms of information communication based on multiple information associations,and the multiple subjects in the project organization construct each other in the information practice,which makes the information dissemination process in the project organization coexist with the figures of administrativization and informality.Based on the information relationship and its characteristics of grass-roots project system,this paper puts forward the concept of differential mode of information,holding that the information communication network formed by grass-roots project system is both dynamic in practice and stable in structure.
