The New Advance of Contemporary Developmental Social Policy Study and Its Theoretical Contributions

摘要 20世纪90年代以来,国际社会政策研究的重要变化是"发展型社会政策"作为一种新的社会政策范式受到理论界和实务界的重视,引发社会政策研究的"范式革命"。这一新范式的主要贡献是将社会政策从一种社会再分配的手段发展成为一种社会投资,从而彻底改变了经济政策唱主角、社会政策当配角的传统观念,在价值理念、实施策略及社会目标三方面完成对传统社会政策的超越。 Since the 1990s, an important change of social policy study is that the researchers begin to enjoy the Developmental Social Policy as a new research paradigm, and it causes a paradigm revolution. Its main contribution is developing the social policy from a social redistribution to a social investment, which completely changes the situation of the economic policy plays leading role and social policy plays secondary role. So it surpasses the traditional social policy on the value, practiced strategy, and social goals.
