发展性社会工作介入民族地区易地扶贫搬迁移民社会适应的实践研究——以云南省X新村为例被引量：2

摘要目前我国已实现全面脱贫的胜利,并进入脱贫攻坚与乡村振兴的关键衔接阶段。在这个衔接过程中,易地扶贫搬迁移民的社会适应成为巩固脱贫攻坚成果、助力乡村振兴目标亟待关注的核心议题。在实践中发现,云南省X新村的易地扶贫搬迁移民承受着“发展主义”取向下传统与现代的二元张力,呈现出留不住的传统与进不去的现代这一“双重脱嵌”悖论,并表现出多重结构性社会适应困境。笔者借助发展性社会工作视角,从需求聚焦、以文化—教育—社区发展“三位一体”的整合性实践路径出发,针对云南省X新村移民适应问题进行专业介入和服务实践,一定程度上改变了悬浮与游离的适应状态,促进了易地搬迁移民个体能动性、文化主体性,以及社区公共性的有效连接,为社会工作介入民族地区社区发展提供了专业服务经验和理论指引。 At present,China has achieved the victory of getting rid of poverty in an all-round way,and has entered the key stage of linking poverty alleviation and rural revitalization.In this process of convergence,the social adaptation of ex situ poverty alleviation and relocation migrants has become the core issue that needs urgent attention to consolidate the achievements of poverty alleviation and help rural revitalization.In practice,it is found that the ex situ poverty alleviation and relocation migrants in X New Village of Yunnan Province are under the dual tension of tradition and modernity under the orientation of“developmentalism”,showing the paradox of“double de-embedding”of tradition that cannot be retained and modernity that cannot be entered,and showing multiple structural social adaptation dilemmas.With the help of developmental social work perspective,starting from the demand focus and the integrated practice path of“trinity of culture-education-community development”,the author carried out social work intervention practice for the immigrants in X New Village of Yunnan Province to adapt to the present situation,which changed the original adaptive state of suspension and dissociation to a certain extent,promoted the effective connection between individual initiative,cultural subjectivity and community publicity of the newly relocated immigrants,and provided localized professional action experience and theoretical guidance for social work intervention in the development of ethnic areas.
