摘要
加快完善养老保障体系是我国应对人口快速老龄化的重要任务。改革开放以来,我国的养老保障模式发生了较大变化,原有的养老保障模式趋于弱化,传统文化与现实需求使得家庭在养老中的责任不断加大。同时,经济社会转型对家庭养老功能带来冲击,家庭的养老能力趋于弱化。我国养老保障责任趋向家庭化,而养老保障政策对家庭的支持却相对不足,家庭的养老压力日渐上升。未来应该进一步强化养老保障政策的家庭视角,从“依靠家庭”走向“支持家庭”,推动养老保障政策的转型升级,构建公平、高效、可持续的养老保障政策体系。需要基于家庭视角强化养老保障政策的发展功能,在满足老年人需求的同时,维护家庭成员的身心健康和人力资本水平,促进家庭的发展。
Accelerating the improvement of the old-age security system is important for China to cope with the rapid ageing of the population.Since the reform and opening up,China’s old-age security model has undergone great changes,and traditional culture and practical needs have made the family’s responsibility in elderly care continue to increase.At the same time,economic and social transformation has weakened the capability of families to provide elderly care.At present,the support of the old-age security policies for families is insufficient,and the pressure on families is increasing.In the future,China should further strengthen the family perspective in the old-age security policies,move from"relying on families"to"supporting families",promote the transformation and upgrading of old-age security policies,and build a fair,efficient and sustainable old-age security policy system.It is necessary to strengthen the policies from the perspective of families,that is,to meet the needs of the elderly while maintaining the physical and mental health and human capital level of family members.
