摘要
我国公共教育政策的制定大体有两种类型,即问题导向和理想导向。“985工程”政策带有明显的理想导向型政策制定的特征。理想导向型政策目标往往长远而宏大,能够起到宣传引导、鼓舞人心、推动社会前进的作用,但在执行中常常也会产生意想不到的问题。本文试图对“985工程”政策的背景、形成过程、延续和存在的问题加以描述和分析。
There are approximately two orientations in public educational policy-making in China, namely problem orientated and ideal orientated. The"985 Project" policy obviously shows the characteristics of the latter. The ideal orientated policy-making is usually characterized by long-term and grand goals, and could play a role in propagating, directing and accelerating the society development. But unexpected issues also occur during its implementation. This paper attempts to describe and analyze various aspects of the "985 Project" policy, including its background, formulation, implementation as well as the existing problems.
