摘要
深入探讨“双一流”建设中目标设定、实施路径及评价机制的基本分类、逻辑转型及战略转轨,是统筹推进“双一流”建设过程中无法回避且极具重要性的理论问题。“双一流”建设的核心目标是探索世界一流大学和一流学科建设的“中国模式”,整体目标意在引领和推动我国建成高等教育强国。在“双一流”建设实施过程中存在项目推进和制度推进两种典型的推进路径,由项目推进过渡到制度推进是高等教育强国建设的必由之路和必然选择。对“双一流”建设成效的评价包括作为一种学术层面的评价和作为一项政策层面的评价两种类型,由学科建设与评价思维过渡到学术建设与评价思维是努力的方向。
The core objective of double world-class construction is exploring the China Model for constructing world-class universities and first-class disciplines,but its overall goal is to promote China to become a higher education power.In the process of double world-class construction,there are two typical promotion paths,namely project promotion and system promotion.Transition from project promotion to system promotion is an inevitable choice.The evaluation of the effectiveness of double world-class construction can be regarded as an academic level or a policy level.The transition from discipline construction and evaluatethinking to academic construction and evaluate-thinking is the direction of double world-class construction.
