摘要
美国国内因素对美国政府实施“印太战略”具有重要影响。其中,美国政府的领导人意象作为核心因素,从国内层次决定着不同时期“印太战略”的推进和调整。以霸权主义、保守主义、自由主义、对外结盟主义和民主价值观为主的美国战略文化作为深层次因素,对“印太战略”的内容和特征产生潜移默化的影响。美国公众、企业、智库和学者等社会各界对“印太战略”的支持即国家—社会关系是该战略得以持续实施的重要原因。总统共和制度、三权分立制度和两党制政党制度等国内政治制度作为操作性因素作用于“印太战略”的具体实施过程。这四个国内因素相互融合、缺一不可,共同影响着美国“印太战略”的实施。
Domestic factors of the United States have significant impacts on the implementation of the US"Indo-Pacific Strategy".Among them,the leader images of U.S.governments',as core factors,determine the promotion and adjustment of the"Indo-Pacific Strategy"in different period at the domestic level.The American strategic cultures,dominated by hegemonism,conservatism,liberalism,foreign alliances,and democratic values,have subtle impacts on the content and characteristics of the"Indo-Pacific Strategy"as deep-seated factors.The favours of the American public,businesses,think tanks,and scholars namely the state-society relations,are important reasons for the implementation of the"Indo-Pacific Strategy".The domestic political institutions such as the"Presidential Republic"system,the"Separation of Powers"system,and"Two-Party"system,act as operational factors in the specific implementation process of the"Indo-Pacific Strategy".These four domestic factors are mutually integrated and indispensable,jointly influencing the implementation of the U.S."Indo-Pacific Strategy".
