摘要
随着中国特色社会主义进入新时代,国家建设更加注重发展质量和内涵,生态文明建设的地位和作用日益凸显。党的十九届四中全会站在国家战略高度对坚持和完善生态文明制度体系作了阐述,明确了坚持和完善生态文明制度体系的地位、理念、方针、目标和重点任务。坚持和完善生态文明制度体系是党中央在总结历史、立足现实和面向未来的基础上形成的重大战略部署。推进生态文明制度体系建设,应当以习近平生态文明思想为指导,坚持多阶段、多主体的实现路径,促进生态文明制度体系迈上新台阶并融入国家治理体系的各方面和全过程。同时,应着重从顶层设计、思想引领、技术革新方面提升生态环境治理能力,使生态文明制度优势真正转化为治理效能。
In the new era of socialism with Chinese characteristics, the focus of national governance is the quality of development, and the role of developing an ecological civilization is becoming increasingly prominent. The fourth plenary session of the 19 th CPC Central Committee expounded on upholding and improving the system for developing an ecological civilization, clarifying the status, principles, objectives and key tasks of this system. Developing an ecological civilization is a major strategy formulated by the CPC Central Committee based on historical experience, current situation and foreseeable prospects. To develop an ecological civilization, we should take Xi Jinping thought on ecological civilization as the guide, and take the multi-stage and multi-subject path for its realization, and integrate it into the whole process of national governance. At the same time, we should improve ecological civilization system from top-level design, ideological guidance and technological innovation, to turn institutional advantages into institutional efficiency.
