摘要
问责与容错作为健全党和国家监督体系、推进国家治理现代化的两种重要激励机制,两者的衔接优化事关制度优势转化为治理效能的有效性。然而,改革开放以来关于问责与容错的理论研究并不同步,有关问责与容错的政治实践和制度建设也不同步,问责与纠错在内涵边界、执行力度和法律法规体系等方面存在着较大的内在张力。究其原因,在于问责与容错之间在秩序导向与创新导向、确定性运作与灵活性运作、负向惩戒与正向激励等方面存在一定程度的悖论,需要理解问责与容错价值取向的一致性,提升问责与容错衔接机制的严谨性,增强问责与容错评价标准的清晰性,不断化解问责与容错的内在张力,一体推进问责与容错机制的建设。
Accountability and fault tolerance are two important incentive mechanisms for comprehensively deepening the reform and promoting the modernization of national governance.The convergence and optimization of the two mechanisms are related to the effectiveness of transforming institutional advantages into governance effectiveness.However,since the reform and opening up,the theoretical research,political practice and system construction of accountability and fault tolerance are not synchronous,and there are huge internal tensions between them in the connotation boundary,implementation strength and legal system.The reason is that there are some paradoxes between accountability and fault tolerance in order oriented and innovative oriented,deterministic operation and flexible operation,as well as negative punishment and positive incentive.We need to understand the consistency of the value orientation of accountability and fault tolerance,enhance the rigor of the connection mechanism between accountability and fault tolerance,enhance the clarity of the evaluation criteria of accountability and fault tolerance,in short,we need to constantly resolve the internal tension between accountability and fault tolerance,and promote the construction of accountability and fault-tolerance mechanism.
