摘要
本文以统治风险为视角,分析了在民国特定的央地关系下,第二次全国内政会议前后国家治理结构的变化。由于特定时代背景的影响,民国早期中央政府与军阀控制的地方之间互不信任,二者仅存在着松散关联,中央无法形成一统性的权威治理。为了化解地方治理的压力,军阀控制的省级政府率先向体制外的乡村建设派知识分子授权,将其吸纳到地方治理之中。伴随着中央政府治理压力和统治风险的增加,在第二次全国内政会议之后,中央政府亦通过分权来化解自己的统治压力,但这一分权并不是直接向省级政府分权,而是向体制外的乡建派知识分子和与省级政府存在一定张力的县级政府分权。
From the perspective of governance risk,this paper analyzes the changes in the national governance structure before and after the Second National Internal Affairs Conference against the backdrop of the specific central-local relationship during the Republic of China.Due to the influence of the time,the central government and the localities controlled by the warlords did not trust each other in the early days of the Republic of China.Both parties were only in a loose association,and the central government could not exercise unified and authoritative governance.In order to relieve the pressure of local governance,the provincial governments controlled by the warlords took the initiative to empower and reuse the intellectuals of the rural construction school who were not included in the government system.With the increase of governance pressure and risks,the central government also,after the Second National Interior Affairs Conference,tried to divert its pressure by decentralizing its power,not to the provincial governments,but to the intellectuals of rural construction school outside the system and the county-level governments that were then at odds with the provincial governments.
