摘要
党的二十大报告中提出要加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局,这对我国发展全局具有重要的战略价值,需要以价值哲学的视角去准确把握、科学推进。新发展格局追求的是开放的国内国际双循环,畅通无阻的经济循环是其关键,高水平自立自强是其本质特征,巨大优势是国内超大规模市场。新发展格局的提出有着独特的价值逻辑,马克思资本循环与世界市场理论是其理论逻辑,新时代我国原有的发展模式难以为继是其历史逻辑,百年变局与世界疫情相互叠加是其现实逻辑。新发展格局的价值旨归是建设现代化经济体系、满足人民美好生活需要、实现中华民族伟大复兴。新发展格局的价值构建可以从加强党对经济工作的全面领导、增强国内大循环内生动力和可靠性、提高国际循环的质量和水平以及用新安全格局保障新发展格局四个方面加以推进。
The report of the 20th National Congress of the Communist Party of China proposed to accelerate the construction of a new development pattern with domestic circulation as the main body and domestic and international dual circulation promoting each other,which has important strategic value for China's overall development,and needs to be accurately grasped and scientifically promoted from the perspective of value philosophy.The new development pattern pursues an open domestic and international dual circulation,the key to which lies in the unimpeded economic cycle,the most essential feature is a high level of self-reliance and selfimprovement,and the huge advantage is the domestic ultra-large-scale market.The proposal of the new development pattern has a unique value logic,Marx's capital cycle and world market theory is its theoretical logic,China's original development model in the new era is unsustainable is its historical logic,and the superposition of a century of changes and the world epidemic is its realistic logic.The value of the new development pattern is to build a modern economic system,meet the needs of the people for a better life,and realize the great rejuvenation of the Chinese nation.The value construction of the new development pattern can be promoted from four aspects:strengthening the party's overall leadership over economic work,enhancing the endogenous power and reliability of the domestic circulation,improving the quality and level of the international cycle,and ensuring the new development pattern with the new security pattern.
