摘要
"实施积极应对人口老龄化国家战略"的部署安排涉及方方面面,需要从多角度综合把握。它是一个由八个战略支柱构成的战略体系,需要在已经明确的顶层设计大框架中处理好与其他已有战略的关系,明确其基本定位。实施这一国家战略,意义重大,影响深远,需要遵循老龄社会发展的基本规律,转变人们的思想观念,为实施国家战略做好思想观念和理论的准备。全党全社会需要提高认识,共同行动。实施这一国家战略,关键在党,在于建设匹配高效和强有力的组织体系,理顺老龄工作体制机制,各级建立党委领导下独立运行的老龄工作委员会,超越部门做实各级老龄工作委员会办公室,具体负责实施国家战略的统筹协调和监督检查工作。
The national strategy of actively responding to population aging involves many aspects and therefore needs to be grasped from multiple dimensions.It is a strategic system composed of eight pillars,which needs to have a clear positioning and handle its relationship with existing strategies within the framework of top-level design.The implementation of this national strategy is of great significance and far-reaching impact.We should follow the basic laws of the evolvement of an aging society,change the public’s perceptions,and prepare for the implementation of this strategy from ideological and theoretical levels.The Party and the whole society should raise their awareness and act in concert.The key to the implementation of this national strategy is the Party,who can build an efficient and powerful organizational system and straighten out systems and mechanisms related to the work of aging.Independently-operating working commissions on aging under the leadership of Party committees at all levels should be established;and the office of the working committee,which is responsible for the overall coordination,supervision and inspection,should play its due role transcending departmental boundaries.
