摘要
通过探究我国养老政策、制度的历史发展脉络,发现养老在不同社会背景下的形式、内容及其发展变化,研究家庭养老、养老服务框架体系的形成背景与发展过程,进一步明确居家养老服务设计创新的有效路径,指引形成我国新时期居家养老服务设计系统化发展的目标、方向、内容和策略。研究结果发现,我国居家养老服务的系统性正被逐渐构建,系统要素不断充实,围绕老年人的问题、需求与体验构建了更多的新型要素关系。较为宏观的居家养老服务系统目标的建立推动了在政策、制度、物质、资金、信息等方面形成了基本的框架结构,为服务平台建设、商业模式创新以及产业发展提供了重要的基础,居家养老服务设计创新正在逐渐成为有效推动养老服务平台建设、商业模式以及银龄产业等策略方法形成的重要路径。
By exploring the historical development of China’s pension policy and system, the form, content and development of pension in different social backgrounds are discovered, the formation background and development process of family pension and pension service framework system are studied, and the effective path of home pension service design innovation is further clarified. To guide the formation of the goal, direction, content and strategy of the systematic development of home care service design in the new era of China.The results show that the system of home care service in China is gradually being built, the system elements are constantly enriched, and more new factor relationships are built around the problems, needs and experience of the elderly.In terms of policy,system, material, capital and information, it has formed a basic framework, which provides an important foundation for service platform construction, business model innovation and industrial development. Home care service design innovation is gradually becoming an important path to effectively promote the formation of pension service platform, business model and silver industry strategies and methods.
