摘要
新发展阶段建立健全中小学应急治理体系,提高中小学校风险防范能力,既是推进国家治理体系和治理能力现代化的迫切要求,也是融入未来世界"生存教育"的重要内容。随着"治理"理论的兴起,有别于"差序格局"的"圈层"治理结构应运而生。从理论逻辑、问题逻辑审视我国中小学应急治理情势,建构我国中小学宏观(国家)、中观(社会)、微观(学校)三层次的应急治理行动逻辑,形成以国家权威性治理、社会支持性治理与学校自律性治理为核心尺度的圈层治理结构,为提升我国中小学应急治理能力贡献协同治理的原创性智慧和可行性方案。
Establishing and improving the emergency management system for primary and secondary schools in the new development stage and enhancing the risk prevention capabilities of primary and secondary schools are not only urgent requirements for promoting the modernization of the national governance system and governance capabilities,but also an important content of"survival education"integrated into the future.With the rise of the theory of"governance",a"circle-level"governance structure different from the"differential pattern"came into being.The paper aims to examine the situation of emergency governance in primary and secondary schools from theoretical logic and problem logic,construct a three-level emergency governance action logic of macro(national),meso(society),and micro(schools)in primary and secondary schools,and form the circle-level governance structure with core standards of governance with state authority and social support,social governance and school self-discipline governance,and contribute original wisdom and feasible solutions for collaborative governance to enhance the emergency governance capabilities of primary and secondary schools in my country.
