摘要
中国共产党在领导中国人民进行民族独立和解放事业、开始新中国社会主义建设、实行改革开放和建立社会主义市场经济体制、推进社会主义和谐社会建设、满足人民对美好生活向往等重大历史发展时期,都始终重视社会保障政策与制度建设,并结合每一重大历史阶段党的中心任务,赋予社会保障政策不同的目标与功能定位,使得中国共产党建党一百年来的社会保障政策目标呈现出实现中华民族独立与解放的革命目标,体现社会主义制度优越性的政治目标,推进社会主义市场经济改革的经济目标,促进社会主义和谐社会建设的社会目标,满足人民对美好生活向往的综合目标等清晰的发展轨迹,并使得每一重大历史时期的社会保障政策实践具有紧紧围绕和服务于党的中心任务、体现社会保障政策目标的制度取向。
The Communist Party of China(CPC)has always attached great importance to social security policies in dif ferent historical periods,including the periods in which the CPC led the Chinese people to carry out the cause of national independence and liberation,socialist construction,reform and opening-up and establishing a socialist market economy system,promoting a harmonious socialist society,and satisfying the people’s needs for a better life.In line with the central task of the Party in each major historical stage,social security policies have been given dif ferent goals and functions.As a result,the goals of social security policies of the CPC in the past 100 years present a clear trajectory:From realizing the revolutionary goal of the independence and liberation of the Chinese nation to demonstrating the superiority of the socialist system,to advancing the economic goal of socialist market economic reform,to promoting the social goal of building a harmonious socialist society,and finally to achieving the comprehensive goal of meeting the people’s needs for a better life.The implementation of social security in each major historical period has the orientation of closely relating to and serving the central task of the Party,as well as fulfilling the goal of social security policies.
