摘要
第七次人口普查数据显示我国人口出生率持续下降,加快构建完善的儿童福利制度体系以减轻育儿家庭负担,提升人口生育意愿已经迫在眉睫。本文梳理了德国儿童福利的历史演变,对其基本规律与现状特征进行了剖析。由于制度体系完善健全、国家大力支持、社会积极参与以及政策设计充分考虑儿童与家庭需要,德国儿童福利在改善儿童发展状况、帮助父母实现工作家庭平衡、提升人口生育意愿等方面发挥了积极的影响效应。德国儿童福利的发展经验特别是有效减轻父母时间成本与精神压力等方面值得我国借鉴。
The seventh census data show that China’s birth rate continues to decline,so it is urgent to speed up the construction of the child welfare system to relief the burden of child-raising and increase the population’s fertility willingness.This paper reviews the historical evolution of the German child welfare system and analyzes its general trends and characteristics.Due to a well-developed system,strong government support,active role of social organizations and the full consideration of the needs of children and families,the German child welfare system has played a positive role in improving children’s well-being,helping parents to achieve work-family balance,and increasing the fertility willingness of the population.China should learn from this experience.
