摘要
随着少子化形势的日益严峻,加快发展儿童福利事业势在必行。现行儿童福利制度难以适应新时代的发展要求,亟待通过全方位转型,以获得全面发展,进而在中国式现代化进程中发挥其应有作用,同时,还要推进实践路径创新,在立足普惠、公平和基本制度统一的基础上,加快建立基本儿童服务制度、儿童津贴制度,并强化母亲福利与家庭支持政策,让儿童福利步入法治化轨道。
With the increasingly severe situation of declining birth rate,it is imperative to accelerate the development of child welfare.The current child welfare system cannot meet the development requirements of the new era,and it is urgent to achieve all-round development through all-round transformation,and then play its due role in the process of China’s modernization.This transformation includes target transformation,concept transformation,structural transformation,system transformation,and power transformation.At the same time,it is also necessary to promote the innovation of practical paths,accelerate the establishment of the basic children’s service system and the children’s allowance system on the basis of universality,fairness and the unity of the basic system,and strengthen the policies of maternal welfare and family support,so as to bring children’s welfare into the track of the rule of law.
