摘要通过第三次分配实现共同富裕是国家治理现代化的重要制度安排。国家治理现代化视角下第三次分配的价值意涵体现在五个方面:坚持党的全面领导,坚定政治方向;扎实推动共同富裕,惠及全体人民;完善政府治理体系,明确权责划分;巩固人民主体地位,促进全民参与;推动经济高质量发展,激发社会活力。为保障第三次分配价值意涵的全面实现,要立足第三次分配的理念逻辑、体系逻辑、参与逻辑与社会企业逻辑等四重现实逻辑,优化第三次分配路径,通过理念引领、资源整合、多元参与和成果共享等方式,创新共同富裕的社会分配机制。在国家治理现代化视角下,发挥第三次分配调配社会资源的作用,实现共同富裕。 Realizing common prosperity through the Third distribution is an important institutional arrangement for the modernization of national governance.The value implication of the Third distribution from the perspective of national governance modernization is reflected in five aspects:ensuring the party’s overall leadership and the right political direction;promoting common prosperity to benefit all people;optimizing the governance system to clarify the division of rights and responsibilities;enhancing people’s dominant position and the participation of the whole people;promoting high-quality economic development to stimulate social vitality.To ensure the full realization of the above values,it is necessary to innovate and optimize the Third distribution based on the right philosophy and effective system that engage the participation of people and enterprises.It is necessary to create a social distribution model of common prosperity through concept guidance,resource integration,diversified participation and benefit sharing.From the perspective of national governance modernization,it is of great significance to straighten out the institutional environment to enable the Third distribution to play a role in realizing the goal of common prosperity.
