摘要
全体人民的共同富裕是中国共产党的重要奋斗目标,也是中国式现代化的重要特征。要坚持以人民为中心的发展思想,在高质量发展中促进共同富裕。改革开放以来,我国经济取得了显著的发展成果,但也形成了以出口为导向的粗放型低水平增长模式。文章以马克思主义政治经济学有关生产与分配关系的理论为出发点,从生产方式的微观、中观和宏观三个层面展开分析,探讨了粗放型增长模式拉大收入分配差距、阻碍共同富裕的内在机制,界定了生产方式视角下的“高质量发展”内涵,并提炼总结出四种转向高质量发展模式的收入分配效应:技术劳动报酬提升效应、实体经济资源集聚效应、产业区域布局优化效应以及城乡资源双向流动效应。通过逐步缩小劳资、行业、区域和城乡收入分配差距,实现高质量发展下的共同富裕。
Common prosperity for all people is an important goal of the Chinese Communist Party and an important feature of Chinese-style modernization.It is necessary to adhere to the peoplecentered development ideology and promote common prosperity in high-quality development.Since the reform and opening up,China’s economy has achieved remarkable development results,but it has also developed a crude export-oriented low-level growth model.Taking the theory of Marxist political economy on the relationship between production and distribution as the starting point,the article analyzes the micro,meso and macro levels of the mode of production,explores the inner mechanism of the crude growth model that widens the income distribution gap and hinders common prosperity,defines the connotation of"high-quality development"from the perspective of the mode of production,and It defines the meaning of"high-quality development"from the perspective of production mode and summarizes four income distribution effects of shifting to high-quality development mode:the effect of improving the remuneration of skilled labor,the effect of gathering resources in the real economy,the effect of optimizing the regional layout of industry and the effect of two-way flow of resources between urban and rural areas.By gradually narrowing the income distribution gap between labor,industry,region and urban-rural areas,common prosperity under highquality development can be realized.
