Supervision to the Countryside: The National Governance Logic of Supervisory Functions Extending to the Grass-roots Level

摘要 "监察下乡"是国家基层治理现代化的重要环节。目前,民生转移支付、资本下乡和集体资产运营中的权力—利益网络都包含着较大的廉政风险,但是基层村社权力监督中监察职能的弱势与悬浮、公众参与的离散与缺席,却造成基层权力监督的弱化。在实践中,"监察下乡"包含着"权力制约权力"和"权利制约权力"的双重逻辑,即作为国家建制的纪检监察机构对村社权力监督的强化,以及动员社会参与监督。监察职能向基层延伸还面临着力量短缺、关系不顺、职责不清和参与不足等"监察内卷"困境,需从加强村社监察站队伍建设、建立沟通协商机制、建立问题线索快速办理机制和建立以监察工作为核心的信息公开制度等方面予以突破。 "Supervision to the Countryside"is an important part in the modernization of national grass-roots governance.At present,the power-benefit network in the people’s livelihood transfer payment,capital to the countryside,and collective assets operation all contain great risks of clean government.However,the weakness and suspension of the supervisory functions in the power supervision of grass-roots village communities,as well as the dispersion and absence of public participation have weakened the power supervision of grass-roots communities.In practice,"Supervision to the Countryside"contains the dual logic of"restricting power by power"and"restricting power by rights",that is,the discipline inspection and supervision institution established by the state strengthens the supervision over the power of village communities and mobilizes the society to participate in supervision.The extension of the supervisory functions to the grass-roots level is also facing dilemma of"supervision involution",such as power shortages,messy relationships,unclear responsibilities and insufficient participation.It is required to make a breakthrough from strengthening the team construction of village community supervision station,establishing the communication and coordination mechanism,rapid handling mechanism for problem clues,and the information disclosure system with the supervisory work as the core and so on.
