摘要
《“十四五”国家应急体系规划》清晰勾画应急管理体系和能力2025和2035两个阶段性目标,应急管理干部教育培训必须及时跟进,充分发挥出在队伍建设培育和应急能力支撑方面不可替代的价值。回顾20余年发展历程,我国应急管理干部教育培训事业经历了摸索期和过渡期,随着应急管理部的成立开始走向体系化、专业化,当前及未来一段时期的主要任务是紧紧围绕应急管理中心工作完成培训体系的构建,继而逐步由建体系向强体系、塑生态过渡,推动实现应急管理干部教育培训的现代化,可从强化理论指导、规划目标方向、优化系统要素三个层面研究展望发展路径。
“The 14th Five-Year plan for the National emergency management System”clearly outlines two phased targents for the emergency management system and capasity 2025 and 2035.The education and training of emergency management cadres must be followed up in time,and play an irreplaceable role in the cultivation of team building and emergency response.Reviewing more than 20 years of its history,the education and training of emergency management cadres has experienced a groping period and transition period.Now with the establishment of the Ministry of Emergency Management,the career are getting more and more systematized and professional.The main task for the current and future period will be to closely focus on the construction of the training system,and then gradually turn to a strong system,ecological ecology.For this,we can seek ways from the strengthen theoretical direction,planning goals and optimizing system elements.
