摘要
研究农村应急管理政策的演进脉络对优化农村应急管理体系有着重要意义。本文选择2005年10月—2023年5月期间国家出台的36份有关农村应急管理政策作为分析样本,运用Nvivo20.0软件分析我国农村应急管理政策注意力变迁及内在逻辑。研究发现,在此期间,我国农村应急管理政策注意力在整体性、阶段性及内容变化方面有着明显特征,在驱动因素、功能定位、行动模式及变迁轨迹等方面有显著规律。基于此,本文从政策图景、政策场域及政策目标三大方面提出改进我国农村应急管理政策策略。
Studying the evolution of rural emergency management policies is of great significance for optimizing the rural emergency management system.This article selects 36 rural emergency management policies issued by the central government from October 2005 to May 2023 as analysis samples,and uses Nvivo 20.0 software to analyze the changes in attention and internal logic of rural emergency management policies in China.Research has found that during this period,China's rural emergency management policy attention has obvious characteristics in terms of overall,phased,and content changes,with significant patterns in driving factors,functional positioning,action modes,and change trajectories.Based on this,this article proposes improvement strategies for rural emergency management policies in China from three aspects:policy landscape,policy field,and policy objectives.
