摘要
应急管理信息化"五大主攻方向"是指融合指挥、应急通信、短临预警、全域感知、数据智能五项,紧贴新时期应急管理实战需求,贯穿突发事件应对过程中的预防与应急准备、监测与预警、应急处置与救援、事后恢复与重建四个阶段,是国家应急管理信息化发展战略规划框架指导下的应用能力优化升级。以广东省为例,围绕"五大主攻方向"开展重点建设,有助于进一步提升应急救援实战的科学化、专业化、智能化、精细化水平,有效解决实战中的短板弱项,以信息化推进应急管理现代化。
The term"Five Principal Directions"of emergency management informatization refers to integrated command,emergency communication,imminent early warning,global perception and data intelligence.It is an optimization and upgrading of application capabilities under the guidance of the strategic planning framework for the informatization development of national emergency management,which requires to meet the actual needs of emergency management in the new era and runs through the whole process of emergency response including the four stages,namely prevention and emergency preparedness,monitoring and early warning,emergency disposal and rescue,recovery and reconstruction.Taking Guangdong Province as an example,implementing key construction schemes around the"Five principal Directions"is helpful to improve the scientific,professional,intelligent and refined management level in the actual condition of emergency rescue,which enables to effectively solve the weaknesses and promote the modernization of emergency management by means of informatization.
