摘要
构建良好的区域创新生态系统对于提升区域创新能力,促进双循环新发展格局的形成具有重要的战略意义.从生态系统的视角分析了区域创新生态体系的主要构成要素,构建考虑数字化发展影响因素的区域创新生态系统评价体系,运用VIKOR方法,对京津冀城市群2010-2020年的区域创新能力进行评价.研究结果表明:京津冀三大城市群2010-2020年区域创新能力总体呈现逐年递增的趋势,创新主体、创新环境、创新资源和创新绩效对区域创新能力的提升发挥了重要作用.因此,要增强创新主体,加快建设智慧政府,布局数据化平台和人才体系建设,大力发展数字经济,以进一步促进京津冀城市群区域创新能力的提高.
Building regional innovation ecosystem is of great strategic significance for enhancing regional innovation capabilities and promoting the formation of a new dual cycle development pattern.This article analyzes the main components of the regional innovation ecosystem from the perspective of ecosystem,constructs an evaluation system for the regional innovation ecosystem that considers the factors affecting digital development,and uses the VIKOR method to evaluate the regional innovation capacity of the Beijing Tianjin Hebei urban agglomeration from 2010 to 2020.The research results indicate that the overall regional innovation capacity of the three major urban agglomerations in Beijing Tianjin Hebei showed an increasing trend year by year from 2010 to 2020,and innovation entities,innovation environment,innovation resources,and innovation performance played an important role in enhancing regional innovation capacity.Therefore,it is necessary to strengthen innovation entities,accelerate the construction of smart governments,lay out the construction of data-driven platforms and talent systems,vigorously develop the digital economy,and further promote the improvement of regional innovation capabilities in the Beijing Tianjin Hebei urban agglomeration.
