摘要
政策实践对于社会工作专业实践的重要性不言而喻,然而我国社会工作领域政策实践的探索亟待深入。该研究以X市H民办社会工作机构为个案,探讨民办社会工作机构如何进行政策实践,以及探讨政策实践的可能性路径。研究发现,H机构采取了由“需求匹配”和“扎根专业服务和服务成效呈现”构成的自下而上的服务型政策实践路径,而机构负责人和骨干社会工作者所具备的政策实践素养和能力,使得H机构的政策实践成为可能。本研究的启示是,社会工作机构和社会工作者要立足专业服务增强政策实践底气,把握政府和政策发展需求而转变话语体系,重视政策实践和社会组织协商能力的提升,拓展政策实践和协商民主的渠道和平台;社会工作专业共同体要在政策实践中发挥协同作用。
The importance of policy practice to social work is self-evident,though it merits further exploration to policy practice of social work in China.The current case study took a private social work services organization(hereafter“H Organization”)in X City,and investigated how private social work services organization made policy practice possible and the possible path utilized.The findings indicated that H Organization employed the bottom-up serviced-based policy practice path composed of“needs matching”and“grounded on professional service and its effectiveness performance presentation”.Furthermore,the leader and key social workers of H Organization possessed essential policy practice's personality and capacity that made the organization's policy practice come true.Several implications were discussed,private social work services organization and social workers should emphasize on professional services to improve the strength of policy practice,master needs and discourse system of government and policy development to transfer their owns,and value improving capacities of policy practice and democratic consultation and widening their channels and platforms;the social work community should play the collaborative role in policy practice.
