摘要
实验方法在社会科学中的应用越来越重要,但公共管理的研究对于实验方法的应用还十分不足。究其原因,一是作为一门应用性学科,公共管理过度重视对外部效度的关注,二是实验方法在公共管理研究中没有得到及时的总结和推广。本文基于2010年至2017年《公共行政评论》(PAR)和《公共管理研究与理论杂志》(JPART)所有应用实验方法的文章进行归纳总结,结果显示:公共管理研究中最为常用的实验方法为调查实验法,即在调查研究中加入实验控制的思想,研究的内容主要为政府行为包括公共服务动机、透明度与政策决策,公民感知与态度包括公共服务绩效评价、满意度、信任等议题,公民行为包括公民参与、共同生产等议题。从对这两份公共管理顶级刊物的分析可以看到,实验方法在公共管理中的研究已经开始逐步增长,但相关的应用还十分不规范,缺乏统一的一致性标准,实验研究的评价机制尚未得到统一,实验方法在公共管理中应用及发展大有可为但又须谨慎而行。
The application of experimental methods in social science is becoming more and more important. However, its application in of the field of public management research is still very inadequate due to the following two reasons: first, public management research pays much more attention to externalities, second, public management research is lack of the review of the experimental methods. This paper examines all the research articles which used the experimental methods published in Public Administration Review(PAR) and Journal of Public Administration Research and Theory(JPART) from 2010 to 2017. The results show that the most commonly used experimental method in the research of public management is the investigation experimental method, which include the idea of experimental control into the investigation and research. The main contents of these research are about government behavior, including public service motivation, transparency and policy decision;citizen perception and attitudes, including public service performance evaluation, satisfaction, trust and other issues;civil behaviors, including issues such as citizen participation and coproduction. It is argued that the application of experimental methods in public management has begun to grow gradually, but the scope of application is still very limited, which is accompanied by the lack of consistent standards, and unified experimental research evaluation mechanism. Hence, the application and development of experimental methods in public management is promising, but it should be done with caution.
