摘要
作为推进宁夏文物保护事业发展的重要抓手,使文物保护政策可以充分发挥应有作用、实现预期效果,对目前宁夏已有的文物保护政策进行系统归纳和总结。研究采用内容分析法,以宁夏回族自治区1982年至2022年间出台的83份涉及文物保护内容的政策文本为样本,基于“政策工具——政策目标”双视角构建政策分析框架,按照分析单元划定、政策工具编码、频次统计分析步骤对政策样本进行量化分析,深入剖析政策工具的使用情况与政策目标的关注情况。经研究发现宁夏文物保护政策尚且存在政策主体未建立强合作关系、政策工具应用存在过溢或缺失、政策目标布局逐渐均衡但仍有短板、政策配套机制尚未建立完善等不足之处。据此提出针对性建议:(1)明确政策主体责任,健全部门间协作机制;(2)合理统筹多项政策工具,优化文物保护政策工具体系;(3)加快健全文物保护制度,补足政策体系短板;(4)拓宽文物保护融资渠道,建立稳定科技投入机制。
As an important means of promoting the development of cultural relic conservation in Ningxia,it is necessary to systematically summarize and review the cultural relic conservation policies currently in practice in Ningxia in order to give full play to the role such policies are meant to achieve.This study uses content analysis methods to conduct case studies on 83 policy texts related to the conservation of cultural relics issued in the Ningxia Hui Autonomous Region between 1982—2022.The purpose of this research is to construct a policy analysis framework based on the dual perspectives of“policy tools-policy objectives”for the quantitative analysis of cultural policies,which ought to include unit designation analysis,policy tool coding,and statistical frequency analysis.In addition,the authors provide an in-depth discussion of the use of policy tools and objectivesin the construction of guidelines for managing cultural relics.The results show that there are several weak points in the current conservation policies in Ningxia.In particular,there is no strong cooperative relationship between policy subjects,and several key policy tools are either missing or overused.The policy objectives are gradually balanced,but still contain some weaknesses,and a policy support mechanismhas either not been established or needs to be improved.Based on these results,this article poses the following recommendations:(1)clarify the responsibility of the various policy entities and improve interdepartmental cooperation;(2)rationally coordinate several key policy tools and optimize the implementation of these tools for cultural relic conservation;(3)accelerate the development of the cultural relic conservation systems to make up for the shortcomings of the current policy system;(4)expand the financing channels for cultural relic conservation,and establish a stable mechanism for investment in technology.
