摘要
改革开放以来,农地制度改革和研究倍受关注。本文从文献的角度梳理了从集体化运动失败以来的农村集体地权演变及农业绩效。农业集体化运动的失败,直接导致了以家庭联产承包责任制为核心的农地制度改革,由此带来农业绩效的大幅提升。建立在集体所有制之上的农村土地制度,地权的稳定性严重制约着农业投资和资源配置,还对农户行为产生影响。为达成农业现代化对规模化的要求,土地市场发展及其特征的研究大量涌现。针对农地制度存在的一些问题,各路学者从集体所有权、集体产权制度、土地国有化和完全土地产权等方面提出了改革路径。
In the 40 years of reform and opening-up,China’s agricultural land reform has always been the most concerned area. Agricultural land system research is also one of the topics with the highest output,sustainability and internationalization. Based on literature published on major economic journals at home and abroad since 1980 s,this paper focuses on the characteristics and trends of the changes in collective land rights system,and provides a review from the aspects of the reasons for the failure of collectivization and the reform of household contract responsibility system,the characteristics and performance of collective ownership household contract system,the stability of land rights and its impact,the scale of agricultural land and the development of the land market,the problems of the current land rights system and the reform path. China’s agricultural land system will still be the main research topic in the future research. The main problem is where the collective land rights system goes, including the choice of change of collective ownership system constructed by the country,the evolution path of the collective ownership based on membership rights,and the particularity and universality of division of collective land rights,the interaction of changes in business entities and agricultural land system arrangements,the differentiation of land rights systems in different regions,the relationship between land rights systems and structural modernization,which remains to to be further studied.
