合作治理抑或集体无为?基层政社协同的策略选择与制度后果

Collaborative Governance or Collective Inaction?Strategic Choices and Institutional Consequences of Grassroots Collaboration between Government and Social Organizations

摘要 聚焦政府购买服务中的政社协同机制,基于长三角多县域案例比较,文章揭示了政社协同从“合作治理”转向“集体无为”的内在逻辑。研究发现,条块政府和社会组织基于信息掌控、时间压力及期望差异形成动态行动策略,带来不同的制度结果。在谈判博弈下,条块政府策略性选择“有限次谈判”或“无限期谈判”,而社会组织发展出多样化应变策略以达成合作增益。然而,当项目治理结构变化导致政社互动进入非谈判博弈阶段后,职能部门“强制履约”、属地政府“名义履约”、社会组织“形式履约”的行动策略共同形塑了集体无作为的实践悖论,导致合作治理效能的耗散。文章据此提出完善政社互动的友善制度,构建基于信任的项目内外协同来破解当下困境。 As an innovative mechanism for complex social governance,grassroots collaborative governance has attracted significant attention.One of its key aspects is the effective collaboration between the government and social organizations.Focusing on the core domain of the project-based system for community services,this article examines the evolutionary process of grassroots collaboration between the government and social organizations from negotiation games to non-negotiation games through case studies of social organizations participating in grassroots governance across multiple counties in the Yangtze River Delta.The study finds that in negotiation games,Tiao and Kuai governments strategically choose"limited-time negotiations"or"indefinite negotiations"based on information control,time pressure,and expectation differences,while social organizations develop diversified adaptive strategies to achieve collaborative gains.In the non-negotiation game stage,the institutional logics of"compulsive compliance"by functional departments,"nominal compliance"by local governments,and"formal compliance"by social organizations collectively shape the practical paradox of collective inaction,leading to the dissipation of governance efficiency in government-social organization collaboration.The article concludes by proposing the construction of a friendly institutional framework for government-social organization collaboration.This framework aims to foster collaboration both within and beyond individual projects,thereby breaking the current impasse in grassroots partnerships.
