摘要
基于整体性治理理论,建构“理论互构-现实困境-调适路径”的分析框架,揭示基层党建与治理体系双向赋能的内在机理,发现目前部分地区农村基层党建工作存在主体协同不够紧密、制度供给相对滞后、资源配置不够平衡等现实困境。为此,应构建多元协同治理体系,优化制度重构与权责体系,实施均衡发展生态策略,提升农村基层党建工作实效性,为新时代基层治理现代化提供理论支持与实践参考。
Based on the theory of holistic governance,an analytical framework of“theoretical mutual construction-practical predicaments-adjustment paths”is constructed to reveal the internal mechanism of the mutual empowerment between Party building at the primar level and the governance system.It is found that in some rural areas,there are practical predicaments such as the lack of subject coordination,lagging institutional supply,and unbalanced resource allocation in the current Party building at the primary levle in rural areas.To this end,a multi-party collaborative governance system should be established.The system reconstruction and the system of rights and responsibilities should be optimized,a balanced development ecological strategy should be implemented,and the effectiveness of Party building at the primary levle in rural areas should be enhanced,providing theoretical support and practical references for the modernization of grassroots governance in the new era.
